that is not entirely true you can be a new recruit and apply for 1st SFOD-D if you pass the test. But if we are talking about hirarcy tier 1 groups are SFOD-D /Delta /CAG and SEAL TEAM6/DEVGU. although there are more alphabet soup groups out there that the average person has never heard of like USAIAD composed of former delta operators.
BTW its not a progression thing. they just have different capabilities and missions. sometimes you see regular army guys move to rangers or delta and vice versa.
